Mentioning the IT specialists’ contribution to the military, Churkin stated the unit houses professionals who have previously worked for globally renowned companies like Google, Facebook, IBM, Hewlett Packard, Samsung, GlobalLogic, Luxoft, and Ciclum.

He further explained how these skilled professionals, who voluntarily joined the military between 2022 and 2023, use their civilian IT experience combined with their combat experience to drive innovation. “Assembled as project teams, these specialists are dedicated to developing technologies to gain advantage in the battlefield and save soldiers’ lives,” Churkin added.

Achieving Profitability through Army Developers

The integration of these qualified individuals has resulted in significant financial benefits for the Ukrainian government. Churkin highlighted that the use of military personnel for the development of certain IT products has saved the Ukraine government tens of millions of hryvnias compared to market rates.

This innovative approach can be attributed to the restricted access to information on some IT products, which can only be handled by military personnel. Having these in-house developers accelerates the production process, reduces costs, and effectively maintains confidential military data.

“Using this feasible model, the intellectual property rights for the creation of software complexes now wholly belong to the state,” Churkin pointed out. This ensures that the government has full control and ownership over the software applications used in military activities, negating the cost of software licensing from third-party firms.

The strategy of integrating civilian IT expertise in the military appears to be a compelling one, where both operational and financial advantages are harnessed.
